Questions

Is my photo uploaded anywhere?

No. This page does the work in your browser. You can switch off Wi-Fi after the page loads and it still works.

Will the picture look worse?

A smaller limit means a bit less detail. The tool lowers quality only as far as it must, then shrinks the picture if it still needs to, and tells you the result.

The form wants an exact size in pixels, not KB.

This page keeps the shape of your photo. For exact pixels, the app has a "fit a box" option, and many forms are happy with a size under the limit.

Which limit should I pick?

Use the number printed on the form or the upload box. If it says "under 200 KB", choose 200 KB. Check the form's own wording, since rules change.
